Project Out Of Date Error
I understand (in principle) that one of the other projects must update something that these projects depend on, but how do I go about finding out what? I turned on detailed build output to locate the issue: I enabled "Detailed" build output under "Tools"->"Projects and Solutions"->"Build and Run".
As I tried to track down the problem successive rebuilds started generating compile errors. I've also tried copy/pasting the code into a new project that would be exclusive to the new VS2015 Community, but alas, no dice. Paused syncing and everything is consistently up-to-date. Otherwise, your breakpoint may end up on the wrong lines of source code.

That isn't an error With VC++, when you hit F5 (or shift+F5) after making changes, the IDE will warn you that the exe it built is out of date (since you've Probably pretty obscure, but I was compiling the project from one computer, then another, and discovered I'd accidentally set the time to AM on one computer and PM on the other. I am SO ANGRY that this is marked Closed By Design and disissed out of hand. These can be resolved easily, by adding the missing file or removing it from the solution. I spent hours after fixing the missing include files, STILL was out of date, logging showed inconclusive grabage for what was missing. Simple and works.
